The Avengers didn't start as a team. They started as individuals who each solved one problem really well — and the problems happened to be connected.
NDIS is the same kind of challenge. It isn't one problem. It's pricing that changes quarterly, guidelines that update without notice, invoices that get rejected for reasons a provider shouldn't need a lawyer to understand, and participants who can't get a straight answer about what they're entitled to.
Each agent in this platform is recruited to solve one of those problems completely. Not broadly. Not almost. Completely. The knowledge base is the arc reactor — without it, no agent has reliable reasoning. So that gets built first, and built right, before anything else.
